In these two verses, that I've elected to quote, this time, from two different translations, from Young's Literal Translation & from the New King James Version, we have the basis for the Universal Restoration, the Word of Faith message, the Hosea 2:18 Covenant, & the Absolute Postmillennialist message. In these two verses, Father God has declared the end of plucking up, breaking down, throwing down, destroying, & afflicting for the House of Israel, the House of Judah, and the seed of the Gentiles and the seed of the animals that the House of Israel & the House of Judah have been sown with. If He's only building & planting, that is Universal Restoration. If He's only building & planting that's the Absolute Postmillennialist expectation and the Word of Faith assurance for our ACCURATELY being colaborers together with God.
Were God declaring that He is still about plucking up, breaking down, throwing down, destroying, and afflicting under the New Covenant, then we could conclude that we couldn't always be perfect colaborers with God because of the very nature of things where sometimes He'd be the “Destroyer of worlds.” But in saying that His plan/goal/ambition/determined counsel is to build and to plant AS RADICALLY as He was formerly known for plucking up, breaking down, throwing down, destroying, and afflicting, then He has removed the ground from under those who hold to a view of eternal torment or eternal destruction as being the correct translation of the Scriptures & the mind of the Spirit. In saying He is building & planting AS RADICALLY as He was formerly known for plucking up, breaking down, throwing down, destroying, and afflicting, then that's not only tremendous basis for expectation for our prayers, but also for how the world must turn out through the proclamation of the Gospel. That also informs what we're specifically supposed to be declaring in our proclamation!
He said He'd sow the House of Israel & the House of Judah with the seed of beasts. In establishing that He's just said He'd sow the House of Israel & the House of Judah with the seed of man, namely the Gentiles, then we're not to understand His sowing the House of Israel & the House of Judah with the seed of beasts as being any kind of repeat. Why didn't He just say He'd sow the House of Israel & the House of Judah with beasts? He's speaking generationally when He says “seed of.” Otherwise, one might conclude that the immediate slaves & pets or animals to be exploited by the House of Israel & the House of Judah were the intended heirs during a particular generation of antiquity, perhaps the return from the Babylonian Captivity, or perhaps first Century Christianity, since not many verses pass before we're in familiar territory to many Christians with what's quoted in Hebrews 8. But He has said He's going to do a new thing where these animals are concerned, as we're assured of elsewhere in Scripture:
18Remember not former things, And ancient things consider not. 19Lo, I am doing a new thing, now it springeth up, Do ye not know it? Yea, I put in a wilderness a way, In a desolate place – floods. 20Honour me doth the beast of the field, Dragons and daughters of an ostrich, For I have given in a wilderness waters, Floods in a desolate place, To give drink to My people -- My chosen. 21This people I have formed for Myself, My praise they recount. Isaiah 43:18-21 YLT

I will even make a road in the wilderness and rivers in the desert. 20 The beast of the field will honor Me, The jackals and the ostriches, because I give waters in the wilderness and rivers in the desert, to give drink to My people, My chosen. 21 This people I have formed for Myself; they shall declare My praise. 8Thus said Jehovah: `In a time of good pleasure I answered thee, And in a day of salvation I helped thee, And I keep thee, and give thee, for a covenant of the people, to establish the earth, to cause to inherit desolate inheritances. 9To say to the bound, Go out, to those in darkness, be uncovered. On the ways they feed, And in all high places is their pasture. 10They do not hunger, nor thirst, nor smite them doth mirage and sun, For he who is pitying them doth lead them, and by fountains of waters doth tend them. Isaiah 49:8-10 YLT
8 Thus says the LORD: “In an acceptable time I have heard You, and in the day of salvation I have helped you; I will preserve you and give you as a covenant to the people, to restore the earth, to cause them to inherit the desolate heritages; 9 That you may say to the prisoners, ‘Go forth,’ to those who are in darkness, ‘Show yourselves.’ “They shall feed along the roads, and their pastures shall be on all desolate heights. 10 They shall neither hunger nor thirst, neither heat nor sun shall strike them; for he who has mercy on them will lead them, even by the springs of water he will guide them. Isaiah 49:8-10 NKJV
If we're assured in Scripture that those who died in Adam are made alive in Christ, yet those made alive in Christ are made alive by their hearing & obeying the Gospel proclaimed by us that Christ Jesus backs with heaven's blessings to recreate life as we've known it; if that's God's prescribed means for sowing the House of Israel, the true House of Israel; the House of Judah, the true House of Judah, with the seed of Gentiles, then why are we to assume that there would be no lifestyle adjustment on our parts that would flow from a renewing of our minds where the Scriptures are concerned regarding God's bigger picture? And if it's not fair to say that sometimes in the New Covenant it's the righteous prerogative of Jews to arbitrarily kill Gentiles, then why are we to say that random destructive acts against animals is anything even remotely related to the New Covenant? They've been bound & held down in darkness by their captors, yet the New Testament command for them is to “go forth,” to “be uncovered.” Otherwise, salvation is to be random where Gentiles are concerned, if it's as random for animals as which people happen to regard them as either pets or dinner! The Abrahamic Blessing, that Galatians 3 says we're heirs of through Christ, in Isaiah 51:1-8 is the Edenic Blessing. They're one and the same, inseparable:
1 “Listen to Me, you who follow after righteousness, you who seek the LORD: Look to the rock from which you were hewn, and to the hole of the pit from which you were dug. 2 Look to Abraham your father, and to Sarah who bore you; for I called him alone, and blessed him and increased him.” 3 For the LORD will comfort Zion, He will comfort all her waste places; He will make her wilderness like Eden, and her desert like the garden of the LORD; joy and gladness will be found in it, thanksgiving and the voice of melody. 4 “Listen to Me, My people; and give ear to Me, O My nation: for law will proceed from Me, and I will make My justice rest as a light of the peoples. 5 My righteousness is near, My salvation has gone forth, and My arms will judge the peoples; the coastlands will wait upon Me, and on My arm they will trust. 6 Lift up your eyes to the heavens, and look on the earth beneath. For the heavens will vanish away like smoke, the earth will grow old like a garment, and those who dwell in it will die in like manner; but My salvation will be forever, and My righteousness will not be abolished. 7 “Listen to Me, you who know righteousness, you people in whose heart is My law: do not fear the reproach of men, nor be afraid of their insults. 8 For the moth will eat them up like a garment, and the worm will eat them like wool; but My righteousness will be forever, and My salvation from generation to generation.” Isaiah 51:1-8
As you read all of the way to the end of Isaiah, you come to discern, through many rereadings, that the heavens vanishing away like smoke, the earth growing old like a garment & the deaths that would result are talking about the end of Judaism in 70AD and the events that lead up to it, 'cause this is placed in a context, further in Isaiah, where He assures us that He will slay them and call His own by another name. You see hints of that over in Peter's epistle where he's saying not to be ashamed to be called a Christian 'cause that's a good thing that He's calling you that. Means you're His, in contrast with what He was ending back then with wrapping up His Nationalistic, Theocratic dealings with Jews. But don't get distracted by that and miss the most beautiful part of this passage where He's saying that the Abrahamic Covenant that would make our Acts 17 lands of New Testament inheritance in the Great Commission into the Garden of Eden would do so forever, His salvation, or Edenic Blessing, would be from generation to generation, according to Isaiah 51:1-8.
This agrees completely with what we've been looking at in Jeremiah 31:27-28 regarding it being the “seed” of the Gentiles and the “seed” of the animals that He was sowing the House of Israel and the House of Judah with. Israel at this time in Jewish history had basically become the same enemies of God that we encounter them as being in the Gospels & Acts in the New Testament, while Judah in the prophets of the Bible was already seen as God's remnant according to grace. Those weren't strictly New Testament doctrines. You find those spiritual distinctives being worked out in actual Jewish history in Isaiah, Zechariah, and elsewhere in the prophets of the Bible. That's not antisemitic whenever someone points out the obvious & neither is it a way of solely reading the New Testament in a way that's disconnected from it's Old Testament roots. These judgments that happened in the first 5 books of the New Testament, or 6 if you count Paul's extensive passage about it in Romans, which would make the book of Romans analogous to the Old Testament book of Joshua as the 6th book of the New Testament, whereas Joshua was the 6th book of the Old Testament. When you retranslate “earth” as “land” in Zechariah 12, right there you've got a very graphic example of this with the burden of the Word of the Lord against Israel, yet good things are said about the Holy City regarding the High Priestly ministry of Christ Jesus, after the Order of Melchizedek, that's operative in the spiritual realities of redemption with the Isaiah 55 “sure mercies of David.”
This righteousness would be forever, according to Isaiah 51:1-8. What righteousness? Tying the two passages together, via other passages throughout Isaiah, this passage of Isaiah 51:1-8 with Jeremiah 31:27-28; His blessing upon the House of Israel & the House of Judah that would CARRY the SEED of Gentiles and the SEED of animals, and that as their plight was formerly the same, that of being WATCHED OVER TO BE plucked up, broken down, thrown down, destroyed, & afflicted, NOW they're being WATCHED OVER TO BE built & planted. He's Overseeing their being built & planted. Not just the humans. The animals too. Which means that, Scripturally, there's a Bishop's anointing for seeing to it that the animals are built up & planted in all that God has for them, and not just the House of Israel, the House of Judah, and the SEED of the Gentiles, but the seed of BEAST as well. This Edenic righteousness is FOREVER; this SALVATION from generation to generation!
